NCL Composer source code is available at GitHub. To download the current developer code you can use:

The NCL Composer version available here is a completely new version of a previous (Java version of) NCL Composer. The Java version of NCL Composer is discontinued. For historical reasons, it is available at: http://sourceforge.net/projects/composer-ncl/
